Call for Concepts from non-Energy organisations: Green and Inclusive Energy Programme

More than a billion people do not have access to reliable, affordable and clean energy. The Green and Inclusive Energy programme is Hivos’ five-year strategic partnership with the Dutch government and together with ENERGIA and International Institute for Environment and Development (IIED), launched at the beginning of 2016 to help remedy this situation. The programme focuses on lobby and advocacy that will influence the debate on energy, with the ultimate aim of making energy systems more green and inclusive (of women, children and the marginalised). The programme, similarly, mobilises local civil society to execute their own effective lobby strategies.

The overall objective of the programme is to help transition the energy system in East Africa to one that is green and inclusive and which meets the energy needs of women and men in their daily lives. It envisions a green and inclusive energy system that creates economic opportunities and growth whilst mitigating climate change. Additionally, the programme aims to effect long-term changes in energy policy in East Africa that result in greener and more inclusive policies. In EA the programme is being implemented in Kenya and Tanzania.

Call for Concepts

This programme aims to not only support civil society organizations (CSOs) in East Africa that are working to address the aforementioned issues but to also include organizations in other sectors, including but not limited to gender, health and media organizations and other sectors. The purpose of this is to build the capacity of non-energy organizations, to enable them to be able to participate in and contribute to the energy transition. This is achieved by working to build the selected organization’s capacity to articulate energy issues and to link them to their day to day work in order to reach more stakeholders, in the endeavor to shift towards greener and more inclusive energy options and policies. This particular call for concepts is focusing on Kenya and Tanzania.

Organizations interested in applying should have a proven track record of achievements in advocacy in their particular sector, as well as experience in coalition-building and multi-stakeholder approaches. Strong networks with government are also necessary. In addition, we are looking for organizations that take an innovative approach in reaching out to stakeholders including the government, CSOs, private sector and citizens. The selected organization will be expected to collaborate not only with Hivos, but also with our other partners in the programme. Because the organization is not primarily an energy organization, Hivos does not expect intimate knowledge of the energy sector and renewable energy; however any experience in this sector would be a plus.

Your concept should focus on how you would contribute to changing the energy transition in Kenya or Tanzania to one that is green and inclusive and in particular by bringing in your area of expertise into the programme. We are looking for a logical flow of activities that will lead to a concrete change in energy policy over time. Our partners are working through a variety of approaches and we welcome ideas that challenge the status quo.

Format of Concept Notes

Applications should be in English and submitted to by 20 July 2018.

The concepts must be no more than five pages with the following sections:

  • Name of the entity and representative that will sign the agreement if the grant is awarded.
  • Short description of your work/ practice and the mission of your organization.
  • Staff profile of the organization (organogram).
  • Track record of organization.
  • Objectives or proposed outcomes of your activities and the change you aim to see through your implementation.
  • Narrative of plan: brief description of the activities that will be undertaken using this grant. Try to be as concrete as possible and describe how the project is addressing the much-needed shift to renewable energy in Kenya and in Tanzania.
  • Work plan that briefly outlines proposed activities, including a simple schedule, time frame for activities for a period of one year and a summary budget per activity/result with a budget ceiling of EUR 30, 000 – can be attached as an annex.

Your organizational profile

  • A Kenyan or Tanzanian organisation of medium to large size.
  • Proven track in advocacy, including evidence of influencing policies and working in a multi-stakeholder approach.
