Hivos lessons on implementing Global Fund to Fight AIDS, Tuberculosis and Malaria

From 3 to 6 March, the three directors of the Global Fund programmes implemented by Hivos visited our Head Office in The Hague: Claudia Cardozo (Bolivia), Patricia Rivera (Guatemala) and Loyd Norella (ISEAN).  As one of the Principal Recipients for civil society of the Global Fund (GF), Hivos is currently managing the implementation of large scale programmes in Bolivia and Guatemala, and a regional programme covering Indonesia, Malaysia, the Philippines and Timor Leste. The programmes combine strategies for community system and healthcare system strengthening, and have a strong focus on key populations that are at high risk of HIV infection (see schedule below).

Their visit was aimed at ‘linking and learning’ by exchanging experiences with programme implementation. Many good practices and positive developments were highlighted, showing the progress that all the programmes are making. For example, the ISEAN-Hivos programme has successfully formed networks between groups of “men who have sex with men” (MSM) and Transgenders. In Bolivia, the programme has been able to sustain nationwide purchase and provision of HIV-medication, contributing directly to steep reductions in AIDS-related deaths in the country. In Guatemala, logistics of medications was combined with a daring national campaign on stigma reduction, in which the programme was able to gain support from the private sector.

The issues that the programmes face include questions regarding: sustainability of the AIDS response, particularly regarding the funding of Civil Society groups and acknowledgment of their role; the need to go beyond treatment for an effective AIDS response; the difficulty of aligning multiple actors and agendas for one purpose; and the importance of more flexibility to continue innovation in work and strategies.

These important lessons, as well as the most inspiring examples of day-to-day work as implementers, were shared with the wider public during a lunch presentation and dynamic discussion organised together with the Dutch Foreign Ministry and Share-net on March 6.

In the coming months, will feature a series of interviews with the three directors and start itemising other good practices.
